The way the leader is, the way his people will be. Leader must assign responsible individuals who scout the city to find things that are to be improved. Or he himself doing it while being recorded for the archives so that any citizen can see the footage and repeat the procedure as a volunteer. If every citizen will desire to improve things gradually, the country/company/family will be living in harmony. Leader must learn to treat his country in every aspect as he treats his family.
